Dr. Walter Richardson
Dr. Walter Richardson is an experienced school leader and organizational change practitioner dedicated to strengthening culture, climate, and student success within urban public education. As Dean of Culture and Climate in Detroit Public Schools Community District, he leads the design and implementation of systems that promote school safety, equitable discipline, student engagement, and positive learning environments. His work focuses on building sustainable structures that align policy, practice, and accountability to support both students and staff.
Dr. Richardson began his career as a Co-Op student at Kettering High School, where he developed a lasting commitment to public education and urban school leadership. Over the course of his career, he has served in multiple high-impact leadership and student-support roles across the district, building extensive expertise in school operations, behavioral systems, attendance improvement, restorative practices, and policy implementation within complex educational environments.
Since assuming the role of Dean of Culture and Climate in 2017, Dr. Richardson has led initiatives to strengthen consistency and fairness in disciplinary practices, reduce exclusionary discipline, and enhance overall school climate. Through the implementation of data-driven behavior frameworks, structured investigative processes, and tiered student supports, he has supported improved alignment between behavioral expectations, instructional priorities, and district policy while contributing to measurable improvements in school culture and student engagement.
A practitioner-researcher, Dr. Richardson applies organizational leadership theory and evidence-based practices directly to real-world educational systems. His expertise includes organizational culture and climate analysis, leadership development, systems improvement, and the strategic use of real-time data to drive continuous growth. He collaborates closely with counselors, behavioral health partners, and community stakeholders to ensure coordinated and sustainable supports for students and families.
Dr. Richardson holds an Associate of Arts in Education and Business, a Bachelor of Arts in Business and Psychology, a Master of Education in Special Education, a Master of Business Administration, an Education Specialist degree, and a Doctorate in Organizational Leadership, Development, and Change. His professional expertise centers on leadership effectiveness, organizational capacity building, and systemic improvement, with a strong emphasis on applying research to strengthen schools and improve student outcomes.
Outside of his professional responsibilities, Dr. Richardson enjoys exploring diverse musical genres and discovering new dining experiences with his wife.
